That Mr. Chatham's scheme be modified by providing that between the date fixed by him, May 1929, and May 1939, all buildings erected before the exact date of the Building Ordinance 1889 shall be made to comply with the existing Buildings Ordinances.

That the Governor, not later than, say, May 1945, shall divide the port of the Colony to which it is proposed to apply the Grace (of New) Ordinance 181900/ declare that the Colony into ten areas, and that the necessary alterations and reconstructions shall be carried out in area No. 1 between May 1949 & May 1950, in area No. 2 between May 1950 & May 1951, and so on.

(d) That in order to make it impossible for owners to evade the regulations regarding height of buildings by setting back the building so that it does not "abut", the Building Authority should be given power to control the alignment, design of buildings generally, as is done in this country, and in regard to isolated buildings, to require that they shall have an open space in front and at the back equal in depth to the height of the building, wide discretionary powers being granted to the Building Authority to modify the requirements in suitable cases.
